  1. Personally, I will consider the issue of technical support. I will apply this consideration to all kind of softwares be it free software, shareware or even commercial software. Technical support carry the spine cord of the whole software and smooth operation of the organisation business once software misbehave and there are not urgently technical support this will ruin the business hence will lose credibility to users. Therefore if it is free software then organisation should have or employ people with capability to deal with this challenges on time and if it it shareware or commercial then the software provider should make sure technical support is reliable.

  2. I would consider the cost-effectiveness of the software and the funding capability of the institution for the library. When deploying software in the library, there are many issues that emerge as soon as the implementation takes place, including maintenance and supportive costs, which are not considered in most of the cases. They are usually unforeseen costs that are left behind on palnning phase. During the implementation, a lack of or an inadequate budget for maintenance costs largely affects the effectiveness of that software, and makes it difficult to use.

Therefore, I will recommend the software based on the budget of the institution. The manageable, small-featured software is much better than the highly-featured software, which will last over a short period of time. Optimal specifications are enough for the basic library operations. For instance, installing autotheft detection systems that are so complex to integrate with library systems, demanding high financial support, will not be recommended.
